New York has taken steps in recent years to try to reduce the population of people with parole violations in its local jails and prisons. In 2015, for example, DOCCS introduced a pilot program in Manhattan and Rochester, called “Recidivism Elimination Supervision Teams,” focused on reducing recidivism and parole violations through more intensive supervision of higher-risk persons following their release from prison, along with “swift and certain” responses to parole violations.
