In 2018, a county in the southwestern United States implemented a 6-month pilot program of an SCF program focused on reducing substance use among probationers. The pilot was inspired by the 24/7 Sobriety program—an SCF program that originated in South Dakota and is largely focused on reducing alcohol consumption—but ended up differing in two important ways: 1) the focus was largely on illegal drug use instead of alcohol and 2) probationer participation in the pilot program was voluntary. This paper provides results from the pilot in terms of program participation rates and insights from stakeholders about how the program was implemented, focusing on both successes and challenges.
